An investigation noted that the recruitment of 21 illegal employees, including the technical and midwives of the lower Kohistan department of Kohistan, received regular wages without exercising their obligation.

This group includes 14 surgical technicians, radiology, pharmacy, pathology, anesthesia and primary health technicians – as well as seven midwives.

The investigation report recommends recovering the amount of wages made by absent personnel and taking measures against them according to government rules and regulations.

In addition, it is advisable to obtain all the necessary documents and files related to these irregularities of the former district health official (DHO) and the main clerk.

The investigation report was submitted to the health service. An inquiry committee was appointed on December 21, 2024 and was ordered to submit its report within fourteen days.

According to a report presented to the health department, the last recruitment of the Dho Kohistan office was led on May 18, 2022.

However, after joining the DHO office, the staff did not fulfill their duties. Despite their absence, they continued to shoot wages for 28 months, except for October 2024, when their wages were interrupted.

They have also not received their salary from the last three months.

During the investigation, the staff said that he had received tasks at the DHO office, but did not provide satisfactory evidence to the committee concerning his responsibilities.

Regarding their responsibility, they were not present at the DHO office and their presence was registered, and there was no proof of their presence in any establishment.

The staff were summoned to respond on October 4. Their attitude towards their functions has been deemed non -serious, and they have been absent for an extended period.

Although all relevant recruitment files have been submitted. However, the recruitment procedure carried out by the former DHOS and the former senior clerks (who were then DHO) did not provide the necessary information.

The audience of technical staff and midwives was carried out on December 13, 2024 and the hearing of midwives was led in the presence of female staff of the Center for Maternal Health and Infant Health (MNC).

The survey indicated that the midwives were recruited in April 2022; However, they did not relate to their assigned stations. Only Sameena and Mubarak Begum were recruited at the basic health unit (BHU) Jijal, in accordance with their recruitment orders, but they did not report for duty.

The files show that Sameen was absent for 2.5 months before being transferred to the Simodra Civil Dispensary.

Meanwhile, Mubarak Begum, who has been assigned to Bhu Majghil, has been absent since September 2022 and has only worked for 15 days.

The recommendations of the investigation report indicate that the former DHO of the district and the main clerk did not provide their declarations to the investigation committee and did not submit the recruitment procedure.

Since their recruitment, all the technical staff has been found absent from work. In addition, all midwives were absent from the recruitment station.

Sameen was absent for 2.5 months, while Mubarak Begum was absent for 28 months. Strict measures should be taken against them.
