Islamabad:
The Shanghai Cooperation Organization (SCO) condemned terrorist attacks on Monday in the Balutchistan province of Pakistan in March and May, as well as the assault against Indian tourists illegally occupied Jammu and Kashmir (iiojk).
In a joint declaration, the Council of Heads of the Member States of the Eurasian Political, Economic and Security Bloc of 10 members warned against the double standard in the fight against terrorism and urged a consensus on a global convention to counter the threat.
The OCS summit took place in the Chinese city of Tianjin under the chairmanship of President Xi Jinping. He was followed by Prime Minister Shehbaz Sharif from Pakistan, President Vladimir Putin of Russia, President Emomali Rahmon of Tajikistan, President Shavkat Mirziyoyev of Ouzbekistan, President Kassym-Jomart Tokayev of Kazakhstan, President Sadyruv of Kyrgyzstan, President Alexander Lukashenko From Belarus de Kyrgyzstan, President Alexander Lukashenko de Belaruson, Masoul Pezeshkian from Iran and Prime Minister Narendra Modi of India.
The leaders adopted the joint declaration condemning the embezzlement of the Jaffar Express train on March 11 in Balutchistan and the bombing of a school bus in Khuzdar on May 21. He also condemned the attack on April 22 in Pahalgam, a tourist hotspot in Iiojk.
Member States strongly condemned terrorism in all its forms and demonstrations and stressed that the double standard of the fight against terrorism were unacceptable. They stressed the importance of adopting by consensus a complete convention on international terrorism, according to the press release.
According to the press release, the leaders expressed their deepest sympathy and condolences to the families of the deceased and the wounded, declaring that the authors, the organizers and the sponsors of these attacks must be brought to justice.
While reaffirming their solid commitment to the fight against terrorism, separatism and extremism, the leaders stressed “the inadmissibility of attempts to use” terrorist, separatist and extremist groups for mercenary purposes.
They recognized the main role of sovereign states and their competent authorities in the fight against terrorist and extremist threats and stressed the importance of multilateral cooperation in the fight against terrorism and the financing of terrorism.
“The Member States reaffirm their determination to continue the joint fight against terrorism, separatism and extremism, as well as against the illicit trafficking of amazing drugs, psychotropic substances and their precursors, smuggling of weapons and other forms of organized transnational crime”, said the press release.
The joint declaration said that OCS member states have promised to intensify joint efforts to prevent the spread of radical ideologies, religious intolerance and xenophobia, aggressive nationalism and ethnic and racial discrimination.
“They adopted the Cooperation Program of Member States in the fight against extremist ideology in the OCS region for 2026-2030, aimed, among other things, to the implementation of the participating states of the OCS Convention on the Fight against Extremism (Astana, June 9, 2017),” he added.
Chaos and conflicts
The declaration noted that geopolitical confrontation, challenges and threats to security and stability, including in the OCS region, intensified. The global economy, in particular the international raw and financial materials markets, knew serious troubles.
“There is an increasing desire to create a fairer, fair and representative global multipolar order which opens up new prospects for the development of states and mutually beneficial international cooperation,” he said.
The leaders reaffirmed their commitment to a more representative, democratic, just and multipolar global order based on the principles of international law and the Charter of the United Nations and respect for cultural diversity, and mutually beneficial and equal cooperation between states.
Member States have joined a line that excludes the block and conflicting approaches to solve problems of international and regional development. They stressed that cooperation within the OCS could serve as a basis for the formation of an equal and indivisible security architecture in Eurasia.
Member States have undertaken to ensure sustainable international peace and have called for joint efforts to counter traditional and new security threats. In order to further improve the activities of the OCS, the Member States adopted the development strategy of the OCSO until 2035.
Gaza and Iran
Reiterating their deep concern about the continuous escalation of the Palestinian-Israeli conflict, the Member States firmly condemn the actions that led to many victims among the civilian population and a catastrophic humanitarian situation in the Gaza Strip.
They underlined the need to ensure an immediate, complete and lasting cease-fire, access to humanitarian aid and an intensification of efforts to achieve peace, stability and security for all residents of the region, said the joint press release.
The OCS condemned military strikes by Israel and the United States against Iran in June. They said that such aggressive actions against civilian targets, including nuclear energy infrastructure, which led to the death of civilians, were a blatant violation of international law and the United Nations Charter.
“They noted that the physical nuclear security and the safety of nuclear installations should be permanently ensured, including during periods of armed conflict, in order to protect the population and the environment against damage,” said the joint declaration.
The declaration underlined the right of the country to develop the research, production and use of atomic energy for peaceful purposes, and stressed that unilateral restrictive measures in this area were contrary to international law and are unacceptable.
While reaffirming the commitment to diplomatic initiatives targeting the peaceful resolution of problems, the leaders of the OCS called for the resumption of a constructive dialogue between the parties involved and the emphasis on the joint research of solutions which would prevent a new escalation of the situation.
Reaffirming their commitment to the creation of Afghanistan as an independent, neutral and peaceful state, without terrorism, war and drugs, the Member States underlined the formation of an inclusive government with a large participation of representatives of all ethno-political groups.
The SCO Summit noted plans to organize the “SCO Dialogue Plus on security issues” in Tashkent; The proposal to prepare and sign an agreement on measures to strengthen confidence in the military sphere and supported more deepening of practical cooperation in the fight against drug trafficking.
The SCO said that attempts by a country to guarantee security to the detriment of security from other countries were unacceptable. They warned that unilateral development and without restriction on global anti-missile defense systems had a negative impact on international security and stability.
According to the press release, the Member States, excluding India, have reaffirmed their support for the Chinese belt and road initiative (BRI). The summit also adopted a declaration on the support of the multilateral trading system and the initiative to develop an agreement on commercial facilitation within the OCS.
The leaders called for the initiative to establish a “greatest Eurasian partnership” and expressed their desire to develop a dialogue between the OCS, the Eurasian Economic Union, the Association of Nations of Southeast Asia (SAARC), as well as other interested states and multilateral associations.
By reaffirming the importance of establishing a SCO development bank, the interested member states have decided to establish it and intensify consultations on a range of questions related to the functioning of this financial institution.
Member States have sought to deepen cooperation in the field of sport, noting the importance of removing obstacles to participation in sports competitions. They stressed that the main international sporting events should be organized in a spirit of peace and friendship without any discrimination.
The SCO presidency will switch to the Kyrghiate Republic and will be held under the slogan “25 years of the OCS: together towards the lasting peace, development and prosperity”. The next meeting of the Council of heads of the member states of SCO will be held in 2026 in the Kyrgyzée Republic.
