The immediate dismissal of all faculty members holding non-teaching or administrative positions in public universities in Sindh has been ordered by the Sindh Higher Education Commission (HEC).
There are currently around 30 public universities in Sindh. In most institutions, faculty members occupy key positions such as Registrar, Controller of Examinations, Director of Quality Improvement Cell, ORIC, and other budgeted and non-budgeted positions. Many vice-chancellors justify this practice by citing the serious financial crisis of universities, arguing that professors holding additional charges in these positions do not receive additional remuneration and carry out these functions within their existing salary.
In a strict directive, Sindh HEC referred to two separate court orders and granted vice-chancellors eight days to comply with them, warning that non-compliance with these orders would make the university administration solely responsible for the resulting consequences.

In a related letter, Sindh HEC Deputy Director Naheed J. Haider said, “Pursuant to the order passed by the Hon’ble High Court of Sindh in PC No. 1757 of 2024, the order dated December 9, 2025, issued by the Circuit Court of Hyderabad in the same petition, is sent to the Vice-Chancellor. According to this directive, no faculty member or tenured PhD graduates will only be appointed, assigned, or permitted to continue in non-teaching administrative roles, whether for an additional fee, on a lock-in post or OPS basis.
The letter also referred to earlier correspondence, noting that in a letter dated November 11, 2024, the Supreme Court of Pakistan had ordered that all vacant administrative posts should be filled in accordance with law and provisions such as surcharge, lockout, OPS or similar provisions should be terminated.
The vice-chancellors have been directed to ensure strict compliance with court orders, particularly to immediately terminate all additional charges, holds, OPS or similar arrangements. A compliance report must be submitted to Sindh HEC within eight working days of receipt of this letter. All consequences resulting from non-compliance will be the responsibility of the university concerned.
