The Punjab government has announced an annual Record annual development program of RS1,24 Billions (ADP) for the financial year 2025-26, aimed at accelerating economic growth, improving infrastructure and extending access to critical public services through the province.
According to budgetary documents, the development allowance includes 314.1 billion rupees for capital expenses, 801.5 billion rupees for income -based projects and 124.3 billion aid rupees for a foreign project. 233.4 billion additional rupees were reserved for special and other initiatives. The plan aims to balance the current projects with new regimes, aligned on the long -term development program of Punjab.
The social sectors represent the largest share of the ADP, receiving 493.5 billion rupees. This includes 100 billion rupees for school education, 39.5 billion rupees for higher education, 5 billion rupees for special education, 4 billion rupees for literacy and non-formal education, 7.6 billion rupees for sports and youth cases, 95 billion rupees for the health and well-being of the specialized population.
Water supply and sanitation projects will receive 6 billion rupees, social protection of 7 billion rupees, the development of women 14 billion rupees and local development and community development of 142 billion rupees.
The development of infrastructure received 335.5 billion rupees, the road sector receiving 120 billion rupees to improve connectivity, in particular between rural and urban areas.
The irrigation sector is allocated to 38 billion rupees, including 10.3 billion rupees of foreign assistance, to modernize water management systems in order to improve agricultural productivity and climate resilience.
The energy sector is expected to receive 7.5 billion rupees, while 25 billion rupees go to public buildings. Urban development will receive 145 billion rupees, including 24.2 billion rupees of foreign aid.
A total of RS164.2 billion is dedicated to production sectors such as agriculture, livestock, fishing, forestry and cooperatives. Agriculture has been allocated to 80 billion rupees, targeting mechanization, improving irrigation and better quality of seeds.
The development of livestock and dairy products is allocated to 5 billion rupees, and peaches and forests together will receive 15 billion rupees. In addition, 10.5 billion rupees have been reserved for prices control and the management of raw materials, at 10 billion rupees for fauna conservation and 500 million rupees for the department of cooperatives.
In support of employment and innovation for young people, 12 billion rupees were allocated to skills development and entrepreneurship initiatives. The industry and trade sector has also received 12 billion rupees, aimed at promoting small businesses, the development of industrial parks and the attraction of investments.
Tourism was allocated to 18 billion rupees to support the preservation of heritage, hotel infrastructure and promotional activities. The mines and minerals sector will receive 12 billion rupees.
The service sectors will benefit from RS141.6 billion funds. Governance and IT reforms are being priority with 35 billion rupees allocated to digital transformation, electronic governance and improving services. The development of labor and human resources will receive 20.4 billion rupees, while the transport sector receives 85 billion rupees, which will be used to introduce electric buses in various cities in the province.
Emergency services, including 1122 rescue, were allocated to 12 billion rupees to strengthen responses in the event of a disaster and emergency medical services. Environmental protection and climate change initiatives are also supported with 15 billion rupees.
Special development initiatives are budgeted at 30.2 billion rupees, while 38 billion rupees were reserved for planning and development operations. The plan includes funding dedicated to minority affairs, human rights, religious affairs and cultural preservation, with the aim of promoting inclusive development.
The new key initiatives under the ADP include the APNI CHhat Apna Ghar housing project with an allowance of 50 billion rupees, and the SAAF Pani program of the chief minister with 15 billion rupees in total and an allowance of 5 billion rupees.
The government will strengthen new PHA and Wasa throughout the province with 10 billion rupees and launch the development program of the chief minister of Punjab worth 25 billion rupees.
Other local development projects include the Model Village program, the RS96 Billion Punjab Rural Sustainable Water Supply and Sanitation and the Murrier program Phase-2.
In the transport sector, 89 billion rupees were allocated for introduced more than 600 ecological buses in large cities, with 45.9 billion rupees during this exercise. Feasibility studies by train and high -speed tourist train have received seed funds, as are urban public transport systems in Lahore, Faisalabad and Gujranwala.
Other initiatives include planning regional railways, an airline in Punjab and the development of infrastructure for electric buses in Lahore as part of the Clean Air Punjab program.
