Lahore:
The Punjab government allocated 300 billion rupees for the law and order in its budget for the year 2025-2026.
The announcement marks one of the most important investments in the internal security in the history of the province, emphasizing the police focused on technology, the reform of prisons and the creation of specialized crime institutions.
More than 200 billion rupees of the total allowance were reserved for non-development spending, mainly covering operational costs and police wages through Punjab.
Meanwhile, more than 10 billion rupees will be spent on development regimes in the police, prisons and rescue 1122.
A highlight of this year’s budget is the creation of the Crime Control Department (CCD) responsible for investigating odious crimes organized in the province. The CCD will have its registered office in Lahore and will receive a total of 6.54 billion rupees. This includes 3.24 billion rupees as part of the annual development program (ADP) for the construction of its advanced head office and its investigation facilities, while 33 billion rupees are reserved for endowment, logistics and operations.
The government has deployed a plan to improve police infrastructure, with 600 million rupees allocated to the renovation and modernization of police stations in all districts. In addition, 734.7 million rupees were allocated to strengthen the police training school in Rawalpindi, while the headquarters of the Specialized Protection Unit (SPU) in Lahore will receive 797.2 million rupees.
To improve crowd control and tactical response capacities, 382 million rupees have been approved for the creation of an anti-riot head office in Lahore. Meanwhile, the construction of new administrative and residence installations is underway, including 450 million rupees for the office and the residence of the DPO in Murrier, 350 million rupees for the survey offices in Mandi Bahauddin and 280 million rupees for the residences of officers in Lahore.
Emergency services under Rescue 1122 are planned for expansion, with 508 million rupees allocated to current and new initiatives. The Lahore Emergency Academy of Emergency Services will undergo an upgrade of 352 million rupees to improve training capacity, while two new rescue stations will be developed in the areas of Mangowali and Kathala Chowk of Gujrat at a cost of 291.8 million rupees.
In addition, 50 million rupees will support the community emergency intervention teams (CERT) in rural areas, aimed at filling the gaps in emergency intervention in the under-service regions of Punjab.
The government plans to invest considerably in surveillance and command and control systems through its Smart Safe Cities and Tehsil project. Lahore SAFE City’s initiative will be overhauled with 1.2 billion rupees to install high -resolution cameras and AI threat detection tools.
To complete intelligent security cities in 19 additional districts, 2.54 billion rupees were reserved, while 5.8 billion rupees finance the CM Tehsil project, which provides surveillance infrastructure to high crime divisions through the province.
The flagship complex of Lahore prisons will receive 6 billion rupees for the construction of a modern correctional establishment featuring professional training, rehabilitation programs and high security areas. Another RS 4.8 billion will go to the construction of a new district prison in Sialkot with a capacity of 1,500 detainees.
For improvements in prison infrastructure in progress, 674.5 million rupees were allocated to staff housing and detainees’ reintegration initiatives.
Additional funds include 65.6 million rupees for the expansion of child protection units in eight districts and 1.17 billion rupees to establish joint interpreting control points in key places like Attock and Bhakkar to counter crime and smuggling through the provincial border.
