Islamabad:
After days of protests and tension in Azad Jammu-et-Cachemire (AJK), a major breakthrough was carried out on Saturday while the Federal Government, the AJK administration and the joint Awami Action Committee (JAAC) concluded an agreement in what managers welcomed as “historic regulations”.
The negotiations were summoned to the instructions of Prime Minister Shehbaz Sharif and chaired by former Prime Minister Raja Pervaiz Ashraf.
The federal team was represented by the ministers Rana Sanaullah, Ahsan Iqbal, Dr Tariq Fazal Chaudhry, engineer Amir Muqam and Qamar Zaman Kaira. From AJK, Faisal Mumtaz Rathore and Dewan Ali Chughtai participated, while the Jaac was represented by Raja Amjad, Shaukat Nawaz Mir and Anjum Zaman.
A high -level surveillance and implementation committee was created under the leadership of the Federal Minister of Kashmir Amir Muqam, with a representation of the AJK and JAAC government, to supervise the application of the agreement and approach potential disputes.
The agreement covers 12 nuclei and 13 additional points. Among the main provisions, families of people killed in violence from October 1 to 2 will be compensated in terms of government security and employment personnel, while the injured will each receive 1 million rupees.
A judicial commission will be set up to investigate the incidents of violence.
Two new educational advice will be created in Muzaffarabad and Poonch, linked to the Federal Council of Islamabad. The victims of the Mangla dam expansion project will receive possession of land within 30 days. Changes in the 1990 local authorities law will be promulgated within 90 days.
Within 15 days, the AJK government will publish funds for health cards, and MRI and CT Scan machines will be provided in each district. The Pakistan government will provide 10 billion rupees to upgrade the AJK electrical system.
The AJK cabinet will be capped at 20 ministers and advisers, while the number of secretaries will not exceed 20. The liability office and the anti-corruption department will be merged and aligned on NAB laws. Feasibility studies will be carried out for two tunnels on the Kohori / Kamser and Chaplani Neelum roads.
A high -level committee will examine the issue of members of the refugee assembly, with their advantages and funds suspended until the final report. All the cashmiris arrested between the demonstrations from October 2 to 3 will be published.

Prime Minister Shahbaz Sharif welcomed the success of the negotiation process in Azad Cashmere.
Counting tribute to the members of the negotiation committee, the Prime Minister praised his individual and collective efforts, describing the development of “great success for Pakistan and Azad Jammu and Cashmire”.
He said that the restoration of peace and the normalization of the situation was a positive development. “The plots and rumors finally ended, and all the questions were resolved amicably, Alhamdulillah.”
The Prime Minister also thanked the members of the joint action committee for their role in successful talks and congratulated them for the restoration of peace.
Rewarding the government’s commitment, he said: “The government is always ready to solve the problems of our Kashmirns brothers. Public interest and peace are our priority and we will continue to serve Azad Jammu and Cashmire.”
The Prime Minister urged the people of the AJK to avoid showing attention to rumors and assured them that their rights would always be protected. “We have always been the protectors of the rights of our cashmere brothers and sisters and we will continue to protect their rights in the future as well.”
The Prime Minister stressed that his government had always paid particular attention to AJK issues and resolved them as a priority.
