“All state institutions have collapsed”

The judge of the High Court of Islamabad (IHC) Mohin Akhtar Kayani noted that all the institutions of the State, including the Executive, the Parliament and the Judicial Power, have collapsed.

“The judiciary is one of the pillars of the state. This pillar now exists in the limbo,” the main judge of the IHC said on Tuesday.

The PML-N managed the coalition government in October from last year to Bulldozer on the 26th constitutional amendment by the Parliament, an amendment which introduced a radical change in the judiciary.

The amendment has changed the procedure for the appointment of the chief judge of Pakistan while modifying the composition of the judicial commission of Pakistan (JCP), giving the executive more power in the selection and elevation of judges to the senior courts .

The amendment also led to the training of constitutional benches in the upper courts as well as an increase in the number of judges before the Superior Court. Many of these measures have been considered by criticisms as attempts to control and manage the judiciary by opposing the judges against each other.

The IHC judge, who heard a petition filed by certain candidates requesting instructions for the Federal Public Service Commission (FPSC) so as not to carry out new Central Services exams (CSS) before announcing the results of the previous one , however, said he had not lost hope.

“We are not discouraged, however. It is the young people who will do something for this country,” he added,

The president of the FPSC, LT General (RETD), Akhtar Nawaz Satti, appeared in court and said that he had recently taken care of – October 9, 2024. He asked the court to ask the candidates to refer to the FPSC.

“We rejected the petitioner’s request [to postpone exams] Because they will always have a chance [to reappear in the exam] Even after the 2025 exams, “he said.

The court noted that the case had been referred to the FPSC to examine from its point of view. The judge said that there were 3,761 candidates who appeared to the 2024 exams and who are now seated for 2025 exams.

“A total of 88 examination rooms have been reserved across the country, and all the relevant items have already been sent [for the 2025 exams]”Said the FPSC chief.

The additional prosecutor Munawar Iqbal Duggal said that the postponement of these examinations would create confidentiality problems. He said the exams should start on February 15 and that FPSC had the legal power to carry out the following examination even if the previous results were not yet declared.

The court pointed out that if the results had not been published, the exams could continue indefinitely in 2026 and 2027. “If the results had been announced even a week earlier, these petitioners would not be before the court today ‘ Hu.

In response, the president of the FPSC said that if he could accelerate the process, he would, but it was not possible. The commission had decided in the greatest public interest to carry out the examination in time. He assured the court that the results of the CSS 2024 exams would be announced in the last week of April.

After hearing the arguments, the court reserved its judgment and then rejected the request.
