Azerbaijan has officially announced the opening of its Heydar Aliyev – International Education Grant program for the 2025-2026 academic year, offering entirely funded scholarships to students around the world, including Pakistan.
The program, administered jointly by the Ministry of Foreign Affairs and the Ministry of Sciences and Education, aims to strengthen global human capital and to promote academic and cultural exchanges with Azerbaijan.
The initiative is appointed in honor of Heydar Aliyev, national leader of Azerbaijan, and reflects the country’s commitment to advance school diplomacy and promote international partnerships.
The Heydar Aliyev Stock Exchange is open to students who seek to continue higher education at various university levels and in several disciplines. The program covers:
Baccalaureate and general medicine programs (4 to 6 years old)
Master’s degrees and medical residence programs (1.5 to 5 years)
Doctoral programs (3 years)
Preparatory courses of language and foundation (6 months to 1 year)
Each year, 100 international students will be selected to join the program, which should continue for the next five years.
The scholarship provides a large financial ensemble, in particular:
Full coverage of tuition fees, including preparatory courses
International flight ticket round trip to and from Baku
A monthly allowance of 800 AZN (approximately 470 USD) for life costs (for 10 months per year)
Annual medical insurance worth 200 AZN (approximately 117 USD)
Visa emission and support for the residence permit the duration of the study
Eligibility criteria
The program is open to candidates of:
Member States of the Islamic Cooperation Organization (OIC)
Member States of the non -aligned movement (NAM)
Small development states of the island (SMSN)
Countries with cultural, historical or ethnic links with Azerbaijan
Applicants must also meet specific age requirements:
First cycle / general medicine: under 35
Master / Residency: under 40
PHD: under 45 years old
In addition, candidates must demonstrate solid academic performance, with a minimum GPA of 70% and a mastery of the teaching language – English, Russian, Turkish or Azerbaijani.
Application process and chronology
The application procedure is divided into two key steps:
First step – national appointment
March 15 – May 15, 2025: candidates must submit documents required to their respective national authorities, such as ministries or embassies.
Second step – Centralized recording
June 1 – June 15, 2025: The candidates appointed registering within the study in the Azerbaijan Centralized Service (Siacas) study via Portal.edu.az.
Final selection and registration
June 16 – July 15, 2025: review and evaluation of the requests submitted.
July 16 – July 31, 2025: Notification of selected candidates.
September 15, 2025: The academic year officially begins.
September 30, 2025: Deadline for final arrival in Azerbaijan.
