Traffic officers say the order effectively requires them to issue fines, even if they are complied with.

The City Traffic Officer (CTO) has reportedly ordered all traffic police to impose fines of Rs 2,000 each on at least 15 motorcyclists per day for any traffic violations, including not wearing helmets. The directive sparked a legal dispute between traffic police and officers, with many questioning its legality.
Sources said The Express PK Press Club that CTO Farhan Aslam fined 61 guards totaling Rs122,000 for failing to meet these targets. The guards were served with show cause notices and summoned to the police station on Friday (today) at 3 p.m., with a warning that strict action would follow if they failed to appear.
In response, lawyer Raja Ahsan sent a legal notice to CTO Farhan Aslam on behalf of the traffic officers, stating that if the allegedly illegal orders and fines are not revoked within seven days, constitutional petitions and compensation claims will be filed in the High Court.
Traffic officers say more than 99% of motorcyclists now wear helmets, making it impossible to issue fines under the current directive. They say the order effectively requires them to issue fines regardless of compliance and have described it as an illegal attempt to extort money from the public. The conflict has created significant tensions between traffic officers and wardens, with many refusing to implement
