Apple published its first beta developer for iOS 18.4, and it lacks the update update of Apple Intelligence the biggest and probably the most requested: the new and much smarter and more useful Siri.
A big warning here: no one encourages you to install a beta developer on your best iPhone. These updates are intended for developers and ultra-terres like me who are desperate to try the most recent things. So downloaders, beware.

I am sure that there are a lot of other fixes and updates of bugs, large and small, in iOS 18.4, but it is difficult to become really excited without the full version of Siri infused with the intelligence of Apple. It’s like getting a donut filled with cream, biting into it and finding the missing cream; There is just an empty cavity.
Apple surely has one or two other major iOS 18 updates to do before we all call us to Cupertino for WWDC 2025 to speak iOS 19 and the next update of Big Apple Intelligence. If Apple finally wants to deliver everything that Siri will finally be before, it is better to move.
