IHC orders corrected ad for patwari messages

Gives directions in a case involving individuals performing official duties in the patwar circles of Islamabad

The Islamabad High Court (IHC) has ordered the Islamabad administration to publish a corrected advertisement for patwari posts. Justice Mohsin Akhtar Kayani criticized the administration, saying: “You have even established a constitutional court, but the work is still not finished,” he said.

Justice Kayani added, “Try appointing someone from Islamabad to Punjab or Sindh. In Rawalpindi, a patwari from Chakwal is not appointed, and no one from Rawalpindi is posted to Jhelum. I don’t know what happens to you when it comes to Islamabad.”

The original announcement proposed that individuals from across the country could apply for the positions and would be hired based on a quota system.

Justie Kayani said everything was made easier for the authorities. “Every case goes to trial. You have taken an oath not to act in bad faith. There is no punishment for a mistake, but these are local posts. How can candidates from all provinces be nominated? This court has several verdicts. The quota system is uniform throughout Pakistan.”

Justice Kayani added that dishonesty and misuse of tools are widespread, which is why local elections are not held. He remarked: “Now you have even established a Constitutional Court, but the work is still not done. Everything is for your benefit. Judgments have been made on all issues. Do not act in bad faith. Mistakes are not punishable.”

Hearing a case regarding individuals performing official duties in Islamabad’s patwar circles, Justice Kayani criticized the administration for not issuing a proper advertisement for these posts. “Should every task be completed only after contempt proceedings? The Deputy Commissioner, whom this court had convicted, was awarded a medal by the President.”

Justice Kayani warned: “If I issue a contempt notice, I will not act like Justice Babar Sattar and grant time. I will have you handcuffed and sent to jail immediately. Your medals can stay here. You have established a constitutional court, but no work is done yet.”

The judge ordered that a revised announcement be issued before the next hearing. The case was adjourned until next month.
