Peshawar:
Khyber-Pakhtunkhwa has finalized the “provincial action plan” to eliminate terrorism and improve law and order in the province.
A high -level meeting took place on Tuesday with the chief minister Kp Ali Amin Gandapur on the president. High officials, including the CM advisor on the information barristor, Muhammad Ali Saif, the chief secretary, the IGP, the additional chief secretaries, the division commissioners and the regional police attended the meeting.
The action plan is structured around seven key pillars, in particular measures to combat terrorism, political and social initiatives, legal reforms, good governance, general administrative measures, public surveillance and awareness campaigns.
It describes 84 specific actions in 18 thematic areas, by allocating responsibilities to relevant provincial services and federal agencies with defined deadlines.
The main characteristics of the action plan include strengthening the authority of the State, the restoration of public confidence in the system by visible action against terrorists, the continuation of kinetic operations against terrorists, the strict application of laws against terrorism, the improvement of the delivery of public services and the integration of community contributions into safety and development.
As part of the action plan, a complete database of terrorists and their facilitators will be established, regular updates of Annex IV and strict surveillance of individuals on the list and monthly examinations of premium cases on terrorists sought will be carried out. Strict disciplinary measures will be taken against government employees have found the facilitation of terrorists. The civil administration will receive a main role in the efforts to combat terrorism.
Improving the accelerated capacity of the police and the department of terrorism (CTD), including new recruitments, training and purchase of modern weapons and equipment, are also part of the action plan. Priority projects for police infrastructure in the South and merged districts will be included in the annual development program.
After the approval of the mandate (twists) by the federal government, a provincial delegation will engage with the former Afghan tribals for negotiations. The federal government will be invited to improve diplomatic engagement with Afghanistan.
A centralized information collection and sharing system will be developed, with the integration of local intelligence databases with provincial and federal agencies. Regular meetings of the APEX Committee, the Steering Committee and the Intelligence Coordination Committees at the Divisional Levels and the District will be held.
