KP launches the “e-fine system”

Khyber-Pakhtunkhwa, Ali Amin Gandapur, decided to deploy the recently piloted “E-Fine system” (digital muhasil) in all the departments concerned within the framework of a major thrust towards electronic governance and digitization of government affairs in the province. The Secretariat of the Minister of the Chief published a directive to the Chief Secretary, asking all the departments concerned to take the necessary measures for the implementation of the digital income system across the province. The “E-Fine system” is a unified and integrated digital platform for online collection of fines and costs imposed by the provincial government. Initially launched on a pilot base in Peshawar districts, Abbottabad, Dera Ismail Khan and Swat, the system has given very encouraging results, which led to a significant increase in income collection in these areas. According to official data, out of a total of 4,219 Challans issued in Peshawar, 4 201 have already been paid in the new digitized system. Similarly, Di Khan saw a full payment of the 36 Challans issued, while in Swat, 875 out of 891 Challans were settled, and in Abbottabad, 282 out of 289 Challans were paid. The system has thus generated more than 30 million income rupees to date. The directive also stipulates that the system has not only improved transparency and responsibility in the income collection process, but also an improved departmental performance. More importantly, he gives the public, because citizens no longer have to visit government offices to pay fines and fees, which saves time and resources. Given these advantages, the government intends to extend this modern online system to all the departments that impose any type of fines. The directive underlines the need to establish an integrated coordination mechanism among all the relevant departments and to develop an implementation plan based on a calendar to ensure that the system is deployed in the province as quickly as possible. The government, taking into account modern requirements and the convenience of the public, has decided to digitize the entire process of providing public services throughout the province. On the special instructions of chief Minister Ali Amin Khan Gandapur, a digital catalog of public services has been devolved to facilitate the online supply of public services. Currently, the catalog includes 106 public services of 26 departments, while the government has also decided to incorporate all the remaining services in this digital platform.
