New sop for appointment, transfer of shos

In a decision to improve transparency and professionalism within the Sindh Police Service, IG Ghulam Nabi Memon has issued a new standard operational procedure (SOP) governing the appointment and transfer of SHO in the province.

The revised policy requires that only officers who have succeeded in the high school course will be eligible for Sho publications, while those who are faced with corruption accusations or serious criminal affairs will be automatically disqualified.

According to the new SOP, the power to appoint Shos was delegated to the respective district SSP. A committee including the DIG range and the SSP will supervise the process to guarantee equity and responsibility. Similarly, each designated Sho will serve a minimum duration of one year, except exceptional circumstances such as misconduct, poor performance or physical inability.

In addition, the officers will not be displayed as SHO in their original districts without prior approval of the IG Sindh. No officer can be replaced to the same police station within three years of their previous assignment there.

The Sho can only be transferred before completing their mandate in the event of corruption, ineffectiveness or official requests extended above 30 days. Agents withdrawn under such conditions will not be eligible for the renewal of the SHO for at least a year.

The outgoing sho must officially transfer all official documents and property to their successors, ensuring a smooth transition.

The police training branch and the establishment’s squadron were responsible for providing regular professional development courses to improve the skills of agents.

Immediate implementation

Immediately in all districts and areas of the Sindh. The notification also specifies that no officer can use this policy to require preferential publications in specific police stations.

This reform is part of the wider efforts of the IG Sindh Ghumlam Nabi Memon to institutionalize meritocracy and slow down professional faults within the police service.

This decision was greeted by the experts of the police, who consider him a stage towards the restoration of public confidence in force.
