Oregon Trans Athlete Controversy: Education DEPT launches the probe in Portland schools

The Office of Civil Rights of the US Ministry of Education has opened an investigation into title IX on Portland public schools for having enabled a trans-identifying male athlete to participate in female sports, Outkick learned.

As Outkick previously reported, “Ada” Gallagher is a biological man who won a high school and field high school championship last year. Gallagher continued to participate in the girls’ division, despite President Donald Trump, signing a decree to prevent men from participating in the sports of girls and women.

The department sent a letter to Kimberlee Armstrong, superintendent of Portland public schools (the district), informing it that the investigation is now open.

“These allegations include the permission of a male track student to participate in an interscholastic competition of girls on March 19, 2025, and allowing the male athlete to use the girls’ locker rooms while the female athletes were changing,” the OCR said in a press release.

“OCR also sent a letter by informing Oregon School Activities Association (OSAA), the Director Body of the Portland Interscholastic League, which he opened a survey directed on his “Participation of gender identity” politics, which seems to violate title IX. “”

Last week, the Oregon Ministry of Education published new guidelines on sex -based sports participation.

“Non-binary, intersex, sexospecific students, two minds and other students who do not systematically identify with gender binary cannot be prohibited from playing on sports teams of one or the other genre, alignment on the law of non-discrimination of Oregon”, according to the directives.

Outkick recently spoke to an Oregon female athlete, who said she wanted to see the federal government getting involved to prevent Trans athletes from stealing victories, awards and spots on women’s female teams.

Well, Hammond obtains his wish, because the Ministry of Education – which has already opened surveys in several other states, notably Maine, California, Minnesota and Washington – is now investigating Oregon.

“I am very happy that it receives the attention it deserves,” said Hammond in a text message to Outkick after learning the investigation.

“We will not authorize the district of Portland public schools or any other educational entity which receives federal funds to trample the anti -discriminatory protections that women and girls are guaranteed under the law,” said Craig Trainor, Assistant Deputy Secretary for Civil Rights.

“President Trump and secretary McMahon have been constant in their commitment to protect the rights of women and girls. The OCR will use all legal means to guarantee that no female athlete comes to equal or deprived sporting opportunities for his legitimate distinctions.”

Outkick contacted Kimberlee Armstrong and Osaa about the investigation. None of the two could be immediately joined to comment.

While Oregon, like Maine, argued that their law of the state allows athletes to compete with and against athletes who correspond to their gender identity – rather than their biological gender – the OCR has clearly indicated that federal mandates replace the law of the state.

The news of the OCR survey occurred the same day as World Athletics, the world director of athletics, announced that it would carry out organic sexual tests on female athletes to prevent men in the female category.
