Report on the “controversial” water contract RS20.4b sought

The Punjab government has recently noted the allocation of a 20.4 billion rupee contract for Lot 2 and Lot 3 of Chahan Dam Water Supply Project to a Turkish company after putting an end to a partnership with a Pakistani company, looking for a report in a week.

Up to 25 million gallons of water must be provided with the Chahan dam and the Rawal dam in Rawalpindi daily under the financing of the RS33.859B loan of the Asian Development Bank (ADB).

The contract was allocated only to a Turkish company after having ended the company of persons with the Pakistani company. The absence of transparency in the award of the contract and the violation of laws and regulations caused the formation of an fact teaching committee, led by the president of the Inspection Team of the Chief Minister (CMIT). A letter concerning the training of the fact teaching committee was published by SAJAD ZAFAR DAL, the main secretary of Punjab CM. It should be noted that contracts for lot 1 and lot 4 had already been awarded. The contract for Lot 2, evaluated at RS8.3b, and Lot 3, worth RS12.1b, were granted to the Turkish company 5h Insaat. The work on lot 1 and lot 4 is already underway.

For Lot 1, the contract for a water processing plant of 12 million gallons per day at the Chahan dam, worth 6.36b of rupees, was awarded to China Construction Third Engineering Group (Penty V). Meanwhile, for lot 4, which implies upgrading the filtration plant and pumping machinery at the Rawal dam and Khanpur dam, as well as the rehabilitation of the old water lines, the contract of a value of RS7.199b was attributed to a 5 -hour joint venture and Ms Metra Khan Bd Ltd.

These two contracts should be completed within three years. For Lot 2, the contract for the installation of a main pipeline of the Chahan dam in Chak Jalal Din, of a value of RS8.3b, and for Lot 3, the contract to set up the distribution network to provide water from the Chahan dam to the city’s residents, with a value of Rs12.1b, were allocated.

The completion of these four contracts will considerably improve the water supply system in six union councils (UCS) along Adiala Road, as well as in the regions of Khayaban-E-Sirsyad and other parts of the city of Rawalpindi.

It is important to note that this project, initiated with a loan from RS33.859B of the BAD, appointed Hamza Salik as project director in Lahore and Zeeshan Shaukat Gondal as deputy project director at Wasa Rawalpindi.
