The Senate Standing Committee on Housing and Works on Wednesday stressed the need for immediate payment of outstanding salaries to the ten employees of the Pakistan Public Works Department (Pak PWD) Maintenance Personnel Establishment and their appropriate adjustment.
The panel met under the chairmanship of Senator Nasir Mehmood in the Parliament boxes in Islamabad.
The committee received the compliance report on the instructions issued during its previous meetings held in Quetta on November 21 and Lahore on December 18.
The body discussed in detail the issue of non-payment of salaries of ten employees of the Pakistan Public Works Department (Pak PWD) Maintenance Personnel Establishment, whose salaries remained unpaid since July 1, 2025.
The committee stressed the need for immediate payment of outstanding salaries and adjustment of these employees from the same date other employees of Pak PWD in Balochistan were adjusted in various departments.
The body was informed that salaries are being paid continuously to adjusted employees in different organizations, including 1,493 employees of Capital Development Authority (CDA), 970 employees of Estates Bureau, 95 employees of Ministry of Defense, 1 employee of Federal Shariah Court, 60 employees of Ministry of Foreign Affairs, 116 employees of Federal Board of Revenue (FBR), 35 employees of National Accountability Bureau (NAB), 90 employees of Comptroller General of accounts (CGA). 2,860 employees receive their salary without interruption.
However, around 173 employees are approaching the Finance Division for budgetary allocation for the current financial year, while the verification process of 83 IB employees is underway.
The President asked the authorities concerned to confirm whether all the mentioned employees are indeed receiving salaries and submit a clear and verified position to the committee.
The panel was further informed about the issue of 15 lower grade maintenance employees of Central Civil Division, Pak PWD, who were transferred to AGPR and T Office, Lahore, but were neither adjusted nor paid salary for the last six months.
The committee expressed serious concerns about this issue and insisted on a speedy resolution.
The Ministry of Housing and Public Works briefed the Committee about the current status of induction/integration of Pak PWD employees and payment of their salaries, pensions, gratuities and other dues.
The body also reviewed the status of acquisition, development and utilization of the Constantia Estate, Murree. It was informed that Additional Deputy Commissioner (Revenue), Murree, advised to submit a formal application to the Deputy Commissioner for mutation of land.
The committee chairman stressed the need for quick decisions, transparency and protection of employees’ rights, and ordered relevant ministries and departments to submit progress reports to the committee as soon as possible.
