The President of the Senate did not allow the head of the opposition Shibli Faraz to present a resolution due to the non-adherence to the procedure-an event which led to a stormy exchange between Shibli Faraz of Pti and the Minister of Law Azam Nazeer Tarar of the PML-N.
Speaking, Shibli Faraz noted that the Senate has been completing its first year since the installation of the coalition government led by PML-N and that the Pakistan Electoral Commission (ECP) had not led the Senate elections in Khyber Pakhtunkhwa (KP).
He asked to know the legal status of all the laws adopted during this period when the Senate was incomplete. He declared that this violation of the Constitution could lead to the application of article 6 of the Constitution on the legislators, including him.
He said that all of this was for one person, the founder of the PTI, Imran Khan. “This house no longer represents the Federation. It represents some selected. An entire province is not represented in this house,” he added.
Shibli asked why the government did not implement the Constitution and the Law. “When we approach the courts, their doors are closed for us. After the 26th amendment, you have packed the courts. You do not allow us to hold rallies,” he added.
Responding to the opposition chief, Azam Nazeer Tarar said that the ECP had issued a calendar for the Senate elections in the KP. However, the speaker of the KP assembly, which belongs to the PTI, did not administer the oath to the legislators or called the session of the Assembly in time.
He later said that the High Court of Peshawar (PHC) ordered the speaker to convene the session and administer the oaths. However, the court order was not respected.
“When the elections in the Senate took place nationally, the KP assembly did not condemn, leading to a delay in the elections in the Senate in the province. The delay was not caused by the government but by the other side [the PTI]”He said.
Tarar said that if there had never been a clear case for article 6, it was when the speaker then dissolved the assembly after the introduction of a motion of non-confidence against the PTI government in April 2022.

During the session, Shibli Faraz tried to present a resolution in the House, but the president, Irfan Siddiqui, arrested him, urging him to follow the rules and first submit the resolution to the Senate secretariat.
A heated exchange followed between Shibli Faraz and Azam Nazeer Tarar. At one point, Shibli asked Tarar to stay within his limits and not dictate the chair. In response, Tarar also asked him to stay within his limits and stop dictating him.
