Any school that does not cooperate with the audit committees during their visits will be held in contempt of court.
The Sindh Education and Literacy Department has decided to conduct a comprehensive audit of records related to the implementation of the 10% free delivery policy in all private schools in the province. This decision was taken in accordance with the judgment of the Sindh High Court (SHC), Sukkur Bench, delivered on October 9, 2025 on Constitutional Petition No. 1592/2025.
The 10% free policy requires all private schools in Sindh to provide free education to at least 10% of their total number of students from economically disadvantaged backgrounds, thereby ensuring equitable learning opportunities across the province.
In the first phase, all schools in the province having more than one branch were informed that the district committees would visit the schools within 15 days to conduct a comprehensive audit of the free delivery quota, based on the total number of students enrolled, and the reports would be submitted to the Sukkur bench of the SHC, according to a statement issued by Sindh Additional Director of the Directorate of Private Institutions Rafia Javed, Sindh Education Minister Sardar Shah and Education Secretary Zahid. Abbasi.
Additionally, the SHC summoned the Sindh Directorate of Private Institutions along with all relevant files on November 10. Schools that do not apply the law on free tuition will have their registrations suspended or canceled. In addition, schools which have requested registration or renewal but which do not comply with the law on free admission will be refused.
Any school that does not cooperate with the audit committees during their visits will be held in contempt of court. Therefore, all schools were asked to keep their files ready and present them to the committees during the audit.
In the second phase, the committees will visit the remaining private schools to conduct similar audits of the free quota. Guidelines and procedures for the process have already been sent to schools, with strict action to be taken against establishments that break the rules.
