The President of the Punjab Assembly, Malik Muhammad Ahmad Khan, ordered a legal team to prepare a reference project for the consultation, before potentially submitting it to the Pakistan Electoral Commission (ECP) to request the disappointment of 26 MPa in suspension of the PTIs for their preructive, abusive and disorderly conduct.
The directive occurred at a meeting between the speaker and legal experts, after a first determination that a reference could be filed on the basis of requests submitted by PML-N legislators, urging the speaker’s office to take measures against suspended members.
After detailed deliberations, it was decided to make the reference. A later meeting was held in which the legal advisers helped the speaker, who then officially responsible them to write the appropriate reference to file with the ECP.
It should be noted that protest has always been a recognized characteristic of parliamentary procedures.
Opposition legislators are often seen to be engaged in fiery exchanges, an office stroke, slogan, documents of the agenda or budgetary documents and the holding of signs at altitude.
However, the situation in the current assembly of Punjab took a more punitive turn. The benches of the Treasury, which had long tolerated these demonstrations, began to demand restraint, especially during the speeches of chief Minister Maryam Nawaz, urging the opposition to protest peacefully without disturbing the procedure.
Despite occasional cooperation of the opposition, in particular by refraining from interrupting the chamber, sitting sitting rather than by bulging the speaker’s platform, the members of the PTI intensified their protests during the CM speech on June 27.
Their conduct seemed even more aggressive, apparently in response to the decision of the Supreme Court on the reserved seats.
The demonstration quickly turned into heating between the legislators of the Treasury and the Opposition. Despite the repeated efforts of President Khan to pacify the situation, the order could not be restored.
Consequently, on the same day, invoking rule 210 (3) of the procedural rules of the provincial assembly of Punjab (1997), the speaker suspended 26 PTI MPA.
In a new tightening of disciplinary measures, on June 28, the speaker ordered that RS2.035,000 in damages be recovered from 10 MPa of PTI, approximately RS203.550 each, to climb offices and break eight microphones during their protest on June 16, when the provincial budget was presented.
Earlier, the speaker had ordered that the PTI MPA Hassan Malik (PP-81) be prevented from attending the Assembly until the end of the current session to launch a copy of the budget of the Minister of Finance Mujtaba Shujaur Rehman.
On June 24, President Khan issued a decision highlighting the importance of the decorum. “I highlight all the members, whatever their political affiliation, to preserve the decorum, defend the dignity of this August assembly and ensure that parliamentary procedures continue without disruption,” said the speaker.
