The fate of the AMP suspended in the limbo while the talks are stressed

Lahore:

The negotiation committees of the legislators of the Treasury and the opposition of the Punjab Assembly met Thursday to resolve the question of the suspension of 26 PTI MPA. The two parties have not yet agreed with what constitutes a legitimate manifestation and what is a heckling.

The Treasury linked the restoration of the 26 AMPs suspended to the final decision of President Malik Muhammad Ahmad Khan. However, the opposition warned that its AMPs will not sit on any assembly session as long as the suspended legislators are not restored.

During the third cycle of talks, the negotiation committee apparently agreed to manage the Chamber in accordance with the decisions of the Business Advisory Committee and to rule 223 of the Rules of Procedure of the Provincial Assembly of Punjab 1997.

An initiate wishing not to be appointed told L’Express PK Press Club that the opposition did not meet the request of the Treasury to give documented insurance of the compliance of five conditions presented to them.

The side of the treasure was of the opinion that everyone speaking in the house must be respected, heard without interruption, sloganeling or noise. The Treasury said that there should be no room for abusive and violent conduct.

The opposition declared that they discourage abusive and violent conduct, but protest is their right. The treasure agreed with him, but noted that there are democratic modes of protest that must be adopted.

By discussing the media later, the Minister of Parliamentary Affairs, Mian Mujtaba Shujaur Rehman, said that the government and the opposition teams had agreed with some conditions.

However, he said, the rules of assembly are very clear. “Person in the House, including the chief minister Maryam Nawaz, and the opposition chief Malik Ahamd Khan Bhachar will be interrupted,” he said.

Bhachar in his media speech did not confirm that the opposition agreed not to organize a slogan protest or song during the speech of anyone at home.

Sources aware of this case said it seemed that the opposition had been given safely in the name of negotiation after high pressure and a criticism of the suspension of 26 MPa.

He cited opposition legislators saying that no one could prevent them from exercising their right of protest. Without a doubt, the rules prevent legislators from interrupting while someone speaks, but that does not mean that their right of protest will be torn off that the rules allow them.

However, the two parties qualified the third cycle of talks to succeed.

President Malik Muhammad Ahmed Khan suspended 26 PTi Mpas on June 27 for having created “disturbances, heckling and the song of indecent slogans” during the speech of the chief minister of Punjab, Maryam Nawaz, in the Chamber – under the rule 210 (3) of the rules of the procedure, Provincial Assembly of Punjab, 1997.

After that, the speaker received the requests from certain treasury legislators requesting the disqualification of the amp ampted amps under article 63, paragraph 2, read with article 113 of the Constitution.

President Khan gave the opportunity to hear the suspended MPa, under article 10-A of the Constitution, at the 26 MPA suspended from the PTI in his room in the Assembly of Punjab. Later, a negotiation committee, composed of PMLN, Allied parties and PTI was formed.

The president published a press release on Tuesday, specifying that the members suspended under rule 210 of the 1997 rules of procedure would have the right to vote during the said election.
