Islamabad:

Judge Mohin Akhtar Kayani of the High Court of Islamabad (IHC) stressed the question of monetary corruption in various institutions, including the judiciary, noting that he knows exactly which of “our judges” is corrupt.

“I know exactly how money is collected in institutions. Doesn’t the sub-commissioner know who among its staff are corrupt?

“Even the courts are part of this corrupt system. I know which one of our judges is involved. If they had authority, they would legalize corruption,” said the judge since the main IHC, hearing a case linked to the recruitment of Patwaris – of the record agents.

During the hearing, judge Kayani expressed a strong dissatisfaction with the district administration over the non-compliance with the court order concerning the recruitment of Patwaris on vacant posts in the federal capital.

A report containing details on alleged corruption and corruption in the Patwar offices was submitted to the court. Judge Kayani said he had seen the report and deplored the current situation.

The report indicates that Patwaris had appointed personal clerks and had been involved in bribes and corruption. The state lawyer assured the court that all questions would be resolved.

The judge said that the court had made an order concerning the determination of prices in a land transaction case, but that it was not implemented. He asked why the chief commissioner and the deputy commissioner of Islamabad do not apply the court order.

“The deputy commissioner is part of this system, and I am fully aware of what is happening all day. I can call the chief commissioner and the assistant court and teach them the law in two minutes.”

The judge warned that if his order was not implemented by the next hearing, the deputy commissioner and chief commissioner would appear before the court.

“I refrain from proposing a strict prescription today according to your insurance,” said judge Kayani to the Council of State. The court then directed the implementation of its order and adjourned the hearing until Monday.
