The use of VPN in Iran has soamed since Friday, June 13, 2025, while citizens are looking for ways to continue accessing the global Internet.
On Friday, the Iranian authorities imposed new restrictions on the Internet after the first Israeli air strikes. These measures follow the threats of justified measures from the Iranian prosecutor general against the media and social media users for content that “disturbs the psychological security of society,” said Iranwire.

According to the latest data from TOP10VPN, demand for the best VPN applications in Iran has seen peaks up to 707% compared to the reference level.
More specifically, the use of VPN began to increase Friday by 425% on Friday, reached an increase of 530% the next day and more than 700% on Sunday. Although the data on Monday remains incomplete, the experts recorded an increase in the request of at least 623% at the time of the drafting of this document.
Commenting on the results, the head of research at TOP10VPN, Simon Migliano, told Techradar: “The decision of the Iranian authorities to impose restrictions on the Internet because its citizens undergo incredible upheavals is simply cruel.
Despite these figures, there have also been reports on the limitation of the VPN while users have deplored that their VPN applications do not work at any time.
Are VPNs legal in Iran?
A virtual private network (VPN) encrypts all internet connections while usurping the location of the IP address of a user. This skill is exactly what is necessary to bypass geo-restaurants like those in place in Iran.
Iranian authorities know this very well and have been busy preventing the use of Iranian VPN over the years.

In February 2024, Iran prohibited “unauthorized” VPNs, prohibiting their use without legal permit. Despite all these efforts, the use of VPN type tools remains high even after the authorities have raised the blocking of 2 years on WhatsApp and Google Play last January. Now people have turned to this mass traffic software, regardless of the consequences.
“When your home is in danger and loved ones are in danger, it is essential that you can reliably access messaging applications, social media and international news sites. That VPNs are prohibited will be the last thing in the spirit of anyone at the moment in Iran,” said Migliano.
