The White House has proposed a single national framework for AI to avoid what Trump had previously viewed as a “patchwork” of state laws, all with the aim of bolstering America’s global dominance and competitiveness in the AI sector.
The national legislative framework on AI sets out a number of fundamental principles, with a strong focus on the protection and safety of children.
The Trump administration also explained that the framework aims to address some of the things that U.S. citizens are most concerned about: child safety is compared in importance to maintaining a cap on monthly electric bills.

“These issues, along with other emerging AI policy considerations, require strong federal leadership to ensure the public has confidence in how AI is developed and used in their daily lives,” the statement said.
“Excessive state regulation threatens to undermine this major ‘engine’ of growth,” Trump previously wrote in an article for Truth Social. “We MUST have one federal standard instead of a patchwork of 50 state regulatory schemes,” he added.
The White House says the federal government is the best place to set consistent national rules, but states will retain some control over fraud and consumer protections.
Child safety is just one of six core principles that make up the framework, along with: safeguarding America’s communities, jobs, and energy supplies; respect the intellectual property of creators; prevent censorship and promote freedom of expression; enable technological innovation; and prepare Americans for AI education.
Lawmakers have already expressed this concern in late 2025, arguing that states are better positioned to respond more quickly to emerging technology issues.
The White House is now working with Congress to turn this framework into legislation.
