Electricity consumers are likely to obtain relief from RS1.6911 per unit due to the adjustment of fuel costs (FCA) for July 2025, subject to the approval of the National Electric Power Regulatory Authority (NEPRA).
The NEPRA provided a public hearing on August 28, 2025 to examine the request for the request for the guarantee of the central power purchase agency (CPPA-G) for a downward revision in the FCA for ex-WAPDA distribution companies.
According to data submitted by the CPPA-G, the real fuel costs in July were lower than the reference costs approved earlier. The agency requested a reduction of RS1.6911 per unit from the reference fuel load of 9,8758 Rs per unit. If it is approved, this decision will bring significant relief to electricity consumers of the old WAPDA distribution companies in their next billing cycles.
In July, the total electricity production took place at 14,123 gigawattheures. Hydroelectricity was the largest contributor, representing 40% of the energy mixture. Local coal contributed to 11% while imported coal added almost 15%. The gas -based generation was 8%, liquefied natural gas (RLNG) regassified at 13%, and nuclear energy supplied more than 17%. Renewable energies have also played a role, the wind contributing to more than 4% and solar less than 1%. Imports from Iran represented 0.25% of the total offer. After adjustment for transmission losses of almost 3%, the net energy delivered to distribution companies was recorded at 13,666 Gigawattheures.
Meanwhile, the Ministry of Energy published new political guidelines following the approval of the Economic Coordination Committee (ECC) on August 19, 2025. The NEPRA was responsible for ensuring a uniform application of the FCA across the country. This means that the FCA determined to former WAPDA distribution companies will also apply to electric consumers K by pricing rationalization.
Under guidelines, the same rate and the same request period must be applied both for K-Electric distribution companies and others. Any difference between the monthly FCA determined for K-Electric and the notified rate will be adjusted either by subsidy or sub -ubvention. The uniform FCA request policy has been in force since June 2025 and has been billed in consumption bills for August 2025.
The NEPRA has invited all stakeholders and affected parties to participate in the hearing and to submit written or oral objections, according to the law. The relevant documents, in particular the request for the CPPA-G, the letter from the Ministry of Energy and the history of determinations of the NEPRA, were made available on the official website of the authority.
The upcoming decision of the regulator will determine whether electricity consumers receive relief in their July invoices, offering an essential respite at a constantly high energy cost.
