Nepra to create a national electricity system

The country’s electricity regulator strives to establish a single system operator with a unified basket for the whole country. Currently, K -Electric – Karachi’s Private Utility 1 and public distribution companies (DISCO) have distinct systems to calculate electricity costs.

The National Electric Power Regulatory Authority (NEPRA) can take one to two years to establish the system, said the Division of Power to the Economic Coordination Committee (ECC) of the firm during a recently kept meeting.

The power division has informed that the NEPRA works to establish a single system operator with a unified basket for the whole country, and the integration of K-Electric in this context should materialize within 1 to 2 years.

He said that in order to ensure online uniform prices with national electricity policy and to combat anomalies between K-electrical and other consumers, a proposal was submitted for approval. The finance division approved the proposal with the recommendation to examine it after a year.

To determine the adjustment of fuel loads for nightclubs, the uniform fuel adjustment proposal could be taken into account. The NEPRA, in its comments, said that the adjustment of fuel loads for K-electrical and discos continued to be determined independently according to their respective fleet cost data and their fleet generation mix, in order to ensure regulatory transparency and compliance with cost reflectivity principles.

The ministry proposed that uniformity at the end of consumers can be obtained thanks to the alignment focused on the policies of codified power purchase price adjustments (PCAS), with separate determinations of fuel costs for K-electrical and discos.

Any uniform request had been motivated by the policy and supported through crossed grants / subsidies in accordance with the national electricity policy.

In addition, the impact of the implementation of the single distribution model must also be examined when approving the summary. NEPRA’s comments are aligned on the proposal.

The power division has specified that K-Electric is entitled to 1,000 MW from the national network, with any additional drawing authorized on a pro-rata basis. He said that K-Electric’s offset recently increased to around 1,600 MW, representing more than 65% of its generation basket.
