According to the NFL rules book, Rule 5, Section 4, Article 6, point (5), indicates that towels are authorized on the rules of the game, although they must be authorized and approved by the League. They also only have to be white, which was the obvious indicator behind Elliott’s fine.

“The towels, provided they are only white, approved towels approved by the League office for use on the rules of the game,” said the rules book. “Players are prohibited from adding personal messages, logos, names, symbols or illustrations. A player cannot wear more than one towel. Players are prohibited to reject on the playground, regardless of the length or other materials used for wiping hands and football.
