President Donald Trump confirmed that the United States will resume supporting some chip exports to China and other affected countries, particularly Nvidia’s H200 chips.
Exports will only be permitted to approved commercial customers, under conditions deemed to protect the national security of the United States. The US government also wants to levy a 25% tax on H200 exports.
However, Trump’s authorization only allows H200 chips to leave the United States – China still won’t have access to other Nvidia chips like Blackwell or Rubin.
Trump authorizes Nvidia H200 exports to China
“I have informed Chinese President Xi that the United States will allow NVIDIA to ship its H200 products to approved customers in China and other countries, under conditions that maintain strong national security,” Trump wrote on Truth Social.
Trump argued that the 25% fee per export expected to accrue to the United States would “support U.S. jobs, strengthen America’s manufacturing sector and benefit American taxpayers.”
According to Nvidia CEO Jensen Huang, the company’s 95% market share in China will almost disappear during 2025. Nvidia shares rose slightly after Trump’s announcement.
In his message, Trump also criticized Biden for his “strength.”[ing] [America’s] Large companies are spending BILLIONS OF DOLLARS building “degraded” products that no one wanted,” ultimately harming American innovation.
Although Nvidia’s latest generation chips have not yet been given the green light for export, Trump promised that similar permits would be granted in the future to AMD, Intel and “other BIG American companies.”
China reacted positively to the change, according to Trump’s remarks.
“Offering the H200 to authorized commercial customers, approved by the Department of Commerce, strikes a wise balance that is great for America,” Nvidia responded (via PK Press Club).
