Former UK Chancellor George Osborne has been named OpenAI’s chief executive and country lead – a role that will see him lead the expansion of the company’s Stargate data center outside the US.
Other responsibilities will include helping governments adopt and deploy OpenAI tools, expanding government partnerships, continuing work on AI infrastructure and public service use cases.
The “for countries” expansion came to the Stargate project earlier in May 2025, in response to the request from several countries for OpenAI to help build a Stargate-style national AI infrastructure.

Stargate launched with its first campus in Abilene, Texas, and additional locations across the United States are already planned. The “for countries” initiative was added with the aim of helping countries build their own secure and sovereign infrastructure, offering personalized ChatGPT experiences in terms of language and culture.
When it launched, OpenAI for Countries set a goal of working with 10 countries in the first round before expanding.
Osborne will begin his role in January 2026 to oversee the global expansion of the company’s program, and he is expected to represent the ChatGPT creator at the World Economic Forum in Davos next month (per PK Press Club reporting).
Alongside his six-year term as Chancellor of the Exchequer between 2010 and 2016 (and a five-year term as Shadow Chancellor before that), Osborne also held roles at investment bank Evercore, the British Museum and Coinbase.
OpenAI’s willingness to hire a notable political figure speaks to the company’s commitment to deepening its ties with government agencies as it seeks to bring AI into the hands of federal agencies around the world.
“In my conversations with Sam Altman, Brad Lightcap, and other senior colleagues, it is clear that they are exceptionally impressive leaders and care very deeply about their mission to ensure that the power of artificial intelligence is developed responsibly and that the benefits are felt by all,” Osborne wrote in an X article.
