Update aligns Pakistan’s licensing framework with international non-proliferation standards

ISLAMABAD:

Pakistan has formally notified revised national control lists under the Export Control Act of 2004, updating which products require a prior export license as part of an ongoing effort to align domestic regulations with evolving international non-proliferation standards.

According to an official notification, issued under the Export Control of Goods, Technology, Materials and Equipment Related to Nuclear and Biological Weapons and Their Deliverables Act, 2004, the updated lists require export licenses from the Strategic Export Control Division of the Ministry of Foreign Affairs.

According to the Ministry of Foreign Affairs notification, the revised control lists have been published in the Gazette of Pakistan through SRO 1977(I)/2025 dated October 13, 2025 and have been made available on the official website of the Strategic Export Control Division for public access and compliance guidance.

“In exercise of the powers conferred by the Nuclear and Biological Weapons and their Deliverables Export Control of Goods, Technology, Materials and Equipment Act, 2004 (SECA-2004), the Government of Pakistan has notified the updated National Control Lists of items requiring export license from the Strategic Export Control Division (SECDIV) of the Ministry of Foreign Affairs,” the notification said.

“The updated lists have been published in the Pakistan Gazette vide SRO 1977(I)/2025, dated October 13, 2025, and are available on the website: www.secdiv.gov.pk,” it added.

First introduced in 2005 and revised several times since, the latest update reflects continued harmonization with regimes such as the Nuclear Suppliers Group, the Missile Technology Control Regime and the Australia Group, following consultations with relevant government departments to maintain effective and internationally aligned export controls.

“This notification underlines Pakistan’s determination to further strengthen its export control regime and reaffirms its role as a responsible technology possessing state, firmly committed to non-proliferation objectives and compliance with its international obligations,” the notification said.
