Sharjeel says new e-stamping system will help citizens buy or sell real estate online through Pakistani missions

Sindh Information Minister Sharjeel Inam Memon on Wednesday termed the launch of digital property registration a revolutionary and historic initiative for overseas Pakistanis, terming the new system helpful in removing long-standing hurdles faced by expatriates in buying and selling properties.
“Under the new mechanism, overseas Pakistanis would be able to enter into online sales deeds through Pakistani missions abroad. Following the amendments to the Sindh Registration Act, citizens would no longer be required to appear in person at the registration offices,” Sharjeel said in a statement.
He said the NADRA-linked electronic registration system introduced biometric and facial verification to ensure transparency and security. “These measures will not only restore the confidence of overseas Pakistanis, but also help combat real estate fraud,” he added.
Sharjeel further said that the electronic stamping system was handed over to the Sindh Information Technology Company (SITC), describing it as a major step towards digital self-reliance of the province. In this regard, he said, a five-year service agreement was signed at Rs 7 million per month with an annual increase of 10 percent.

The minister said the e-stamp initiative would streamline revenue collection and provide modern facilities to citizens including mobile app, paperless stamp duty and two-factor authentication.
He said a modern fruit and vegetable market would be established in Larkana at a cost of Rs 4.8 billion to strengthen the agricultural economy. The project will include a boundary wall, modern drainage system, administrative block, medical facilities, banking services and a green belt to facilitate the work of farmers and traders.

The minister also announced that consumer courts would be transformed into traffic courts to ensure speedy disposal of traffic-related cases and speedy justice to citizens.
He revealed that Rs342 billion had been frozen in 635 cases in the form of bank guarantees, thereby harming development activities. However, he said, the Sindh cabinet approved a comprehensive settlement of the dispute over development and maintenance of infrastructure in Sindh. Under the agreement, 15 percent of the admissible contributions will be paid in three phases, while the remaining amount will be recovered in 12 equal annual installments.
Sharjeel added that under the Export Facilitation Scheme, full exemption on re-exports is given to promote trade and economic activity.
He further announced that the Sindh government has decided to expand the protected mangrove areas in the Indus Delta. In this regard, 405,002 acres of intertidal land in Sujawal district have been declared protected forests, which will serve as a natural barrier against cyclones and tidal surges.

As per international standards, he said, 25 percent of the land should be covered with forests, while Sindh currently has only 10 percent protected or reserved forest areas. With this decision, the 566,298 hectares already protected in the Indus Delta will further increase, he added.
