RDA without financial manager position Rs2b scam

The finance department continues to function under the direction of officers holding additional positions

Despite a financial scandal involving the transfer of over Rs 2 billion from an official account, the finance department of the Rawalpindi Development Authority (RDA) is yet to see any permanent appointments to key positions in the financial cadre. The directorate continues to be led by additional charges and general officers.

According to details, in May 2025, over Rs 2 billion was allegedly transferred from official account through CDR (Call Deposit Receipt) resets to fictitious companies and individuals. Subsequently, millions of rupees were also allegedly transferred from contractors’ security deposits. However, even after the scandal surfaced, no permanent financial executive was appointed to the GDR Finance Directorate. Nearly nine and a half months later, the cases are still being handled by officers holding additional charges or belonging to the general cadre, raising concerns about the risk of further irregularities.

As the financial scandal came to light, Asif Janjua, the then permanent director of administration and finance, retired after completing his tenure in a month. Deputy Director Finance, (late) Junaid Taj Bhatti, had earlier been transferred as DG PHA Sialkot. On his vacant seat, Deputy Officer Ahmed Sohaib Qazi was appointed and given the additional charge of Administrative and Financial Director. Later, Masood Arshad was given the charge of Deputy Director Finance and then the additional charge of Director Finance after the retirement of Ahmed Sohaib.

Soon after, the charge of Chief Financial Officer was taken away from Masood Arshad and given to Iftikhar Janjua on an additional basis, while Masood Arshad was transferred to state management. The post of Deputy Director Finance was later given to Deputy Director (General Manager) Shoaib Khan. Later, the charge of CFO was taken over from Iftikhar Janjua and given to IT head Daud Malik. More recently, the additional charge of Director of Finance has again been given to the Director of State Management, Abgine Khan.
