Brown comments occur for weeks after Trump has signed an executive decree that ordered all federal agencies to examine the subsidies, programs and policies that do not comply with the administration’s efforts to end ” Competitive male participation in female sports … in terms of security, equity, dignity and truth. ”

The order also instructed the strict application of title IX against educational institutions or sports associations which do not comply and require that federal aid be removed in such cases.

Some states have already talked about their desire to comply with federal law.
