Islamabad:
The International Monetary Fund (IMF) has raised concerns concerning delays in the audit process of public institutions, the Auditor General of Pakistan (AGP) Ajmal Gondal informed the Public Accounts Committee (PAC) on Wednesday.
Addressing Reunion, AGP Gondal revealed that the IMF had expressed its alarm on nearly 600,000 audit leds.
“The IMF has requested early rules for the audit cases of institutions,” he said, noting that around 500,000 to 600,000 audit objections linked to various ministries and institutions are not resolved.
Despite the parliamentary directives, no internal chief accountant was appointed to state institutions, Gondal said. “The financial audit system is defective due to the non-working of the rules,” he said.
“The secretaries and the main financial officers of the institutions do not clean their audits,” he added, stressing that only 15 institutions have financial directors, but none has an internal chief accountant.
He underlined the absence of internal audit systems through institutions, which led to an increasing backlog of cases.
“The number of audit cases pending with the CAP has increased to more than 30,000,” informed the AGP The Committee.
The CAP also discussed the abolition of an FBR official who refused to install a flag on the car of the Minister of Finance. The president of the FBR explained that the officer had used inappropriate language on the minister’s office, which led to his withdrawal.
The members of the committee debated if an unpaid vehicle could be reported, but the president of the FBR admitted that he had not investigated the issue. AFNAN ULLAH KHAN of PML-N has urged not to reject honest officials without regular procedure.
The president assured the committee that a fair treatment would be provided.
