Islamabad:
Friday, the Supreme Court reprimanded the government for its slow progress.
A constitutional bench of five members led by Judge Aminuddin Khan heard a petition concerning the delay in the creation of the climate changes Authority, where the court raised concerns concerning the prolonged delay in the appointment of the president of the authority and the doubtful selection of its members.
The bench included judge Jamal Mandokhail, judge Muhammad Ali Mazhar, judge Hasan Azhar Rizvi and judge Shahid Bilal Hasan.
“The government is expected to move at the speed of a cheetah, but it crawls like a turtle,” said judge Jamal Mandokhail.
During the hearing, the additional prosecutor (AAG) informed the court that the government had published a third ad for the post of president.
“Why did the first two advertisements failed?” Questioned judge Mandokhail.
The AAG explained that among the three preselected candidates, the best classified candidate was deemed dual nationality, who disqualified it in accordance with government policy.
“If you are looking for an exceptionally standard candidate, some compromises will have to be made,” said Mandokhail judge, focusing on the provincial operations of authority. “The real problem is at the provincial level. How will this authority work there?”
The AAG replied that provincial members have already been appointed.
However, Judge Aminuddin stressed that Faisal Amin, the member of KP’s climate authority, is the brother of the provincial chief.
Meanwhile, the Balutchistan representative is a university vice-chancellor without expertise in climatic questions, and the bureaucrats were appointed from Punjab and Sindh.
Judge Mandokhail criticized the selections saying: “I personally know the Balutchistan representative. He has no expertise in this area”.
