Russia cannot accept American proposals to end the war in Ukraine in their current form because they do not solve the problems that Moscow considers as having caused the conflict, said a higher Russian diplomat, suggesting that American-Russia discussions on the subject had blocked.
The comments of Vice-Minister of Foreign Affairs, Sergei Ryabkov, suggest that Moscow and Washington have so far been unable to fill the differences that President Vladimir Putin raised more than two weeks ago when he declared that the American proposals were to be revised.
They come then that US President Donald Trump seems to be getting impatient with what he suggested could be written on a broader Moscow agreement.
Trump in recent days, said that he has been “pissed off” with Putin and spoke of imposing sanctions on countries that buy Russian oil if Moscow is blocking an agreement.
Ryabkov, an American-Russia relationship specialist, said Moscow was not yet able to move forward with an agreement, however.
“We take the models and solutions proposed by the Americans very seriously, but we cannot accept everything in its current form,” said Ryabkov, quoted by State Media on Tuesday.
“As far as we can see, there is no room today for our main request, namely to solve the problems linked to the deep causes of this conflict. It is completely absent, and this must be overcome.”
Putin said he wanted Ukraine to abandon his ambitions to join NATO, Russia to control the entirety of four Ukrainian regions that it has claimed as its own, and the size of the Ukrainian army is limited. Kyiv says these requests are equivalent to demanding its capitulation.
‘Very complex’
Asked about Trump’s latest remarks that Putin concludes an agreement on Ukraine, Kremlin spokesperson Dmitry Peskov told journalists earlier on Tuesday that Moscow “was continuing our contacts with the American side.”
“The subject is very complex. The substance we discuss, linked to the Ukrainian colony, is very complex. This requires a lot of additional efforts.”
Russia also said on Tuesday that it was fully complying with a moratorium on the United States on the attack on the energy facilities of Ukraine.
Russian Foreign Minister Sergei Lavrov said on state television that Defense Minister Andrei Belousov informed Putin of the alleged Ukrainian violations at a meeting of the Russian Security Council on Tuesday.
Russia has adopted a list of violations to the US National Security Councilor Mike Waltz and Secretary of State Marco Rubio, said Lavrov.
Before the weekend, Trump had adopted a more conciliatory position towards Russia which upset the European allies of the United States when he tries to negotiate the conflict in Ukraine, now in his fourth year.
But in recent days, and in the middle of lobbying by Europeans such as the president of Finland exhorting him to keep Russia to account, he has adopted a more difficult tone.
