The question of Chahan Dam contracts remains unresolved

The controversy on the allocation of Lot two and Lot three contracts from the Chahan dam to Rawalpindi as part of the dream project could not be resolved.

The director of the Hamza Salik project was withdrawn from his post and the additional secretary Finance Omar Javed was appointed new project director. The cancellation of the contract for the supply of 12 million additional water gallons per day at the end of the Lot two and Lot three contract at the cost of 20.4 billion rupees funded by the Asian Development Bank was suspended by the High Court.

The court also published instructions to resolve the case within two weeks. Rawalpindi will be able to obtain 17 million additional water gallons per day at the end of the Lot one in Lot four.

The contract for the Lot one of the projects was awarded to the third engineering of China Construction at a cost of 6.36 billion rupees, while the contract for the Lot Four was awarded to Ms. Metracon BDL and the Turkish company Five H INSAT at a cost of 7.19 billion rupees. The work on the two contracts is underway. With the completion of these projects, Rawalpindi will obtain 5 million additional water gallons per day of the Khanpur dam and the Rawal dam.

In addition, the joint venture of the project had opposed the award of the contract for the Lot two and the Lot three to the Turkish company Five H INSAT at the cost of 20.40 billion rupees. The project director had canceled the contract on the recommendation of the steering committee for Dream Project after the search for the facts of the Minister -in -Chief’s inspection on the objection of the project joint venture.

When the company challenged the decision in the Rawalpindi bench of the High Court of Lahore, judge Jawad Hassan suspended the decision of the director of the project and Wasa MD and ordered them to resolve the case by a mutual agreement with the Turkish company in the two weeks.

However, after the meeting of the Dream Project Management Committee, the DREAM project project director Hamza Salik, was withdrawn from his post and additional secretary finance Omar Javed was appointed project director of the Dream Project.

Now, in the light of the Court’s decision, the Dream project steering committee will decide to grant Lot two and Lot three contracts. If the question of the allocation of lots of Lot two and Lot Trois stops, the completion of the project based on the Asian Development Bank can be delayed.
