The Balutchistan government announced on Tuesday a budget of 1.028 Billion of rupees for the financial year 2025-26 (FY26), with a surplus of 42 billion rupees and an emphasis on rescue and public well-being.
Presenting the budget, the Balutchistan Minister of Finance, Mir Shoaib Nosherwani, said that 642 billion rupees were reserved for non-development spending, while 249.5 billion rupees were offered for the Public Sector Development Program (PSDP) in FY2025-26.
Nosherwani said the total expenses estimated for the next year for fiscal year 26 were 986 billion rupees, while the volume of current operating expenses had increased from 43 billion rupees to 33 billion rupees.
“The government has strengthened provincial income and set an objective to generate 226 billion revenue rupees in the coming fiscal year,” he said.
“Development subsidies of 66.5 billion rupees for projects funded by the federal government and 38 billion rupees as an assistance abroad (FPA) were estimated despite the provincial development program for the 2025-26 financial year.”
He added that by virtue of the development budget, 249.5 billion rupees would be spent for around 3,633 current diets and 2,550 new development projects, with 18 billion rupees assigned to the installation of safe city projects in eight cities in the next year.
The Minister of Finance announced that 4.5 billion rupees had been proposed in terms of capital expenses for the purchase of necessary equipment and machines – 6 billion redheads less than the previous year – and RS113 billion had been designated as subsidies for the departments.
Nosherwani also said that the provincial government had succeeded in spending the entire development budget for the current fiscal year.
Containing training, health, health, climate change, law and order as provincial government priorities, the Minister announced the creation of 4,188 regular jobs and 1,958 regular jobs to provide jobs to young people in the province.
To improve the economic state of employees, the minister said that the government had increased the wages of employees from 1 to 22nd year.
Meanwhile, the provincial government has announced a 7% increase in pensions for retired employees.
“The budget is based on the real needs of the province, the economic capacity and the realities on the ground, aimed at ensuring balanced development in urban and rural areas,” said Nosherwani.
The development budget of 55.19 billion rupees was awarded to the communications and work department, which represents an increase of 19% compared to the current year, for the construction of roads and the upgrading of existing infrastructure, according to the Minister.
“The government has set aside a development budget of 42.78 billion rupees for the irrigation sector in order to stimulate agriculture and manage water resources. Major investments are during dams, channels and water storage systems.”
Nosherwani said that 24.84 billion rupees would be channeled in the development of the education sector – secondary and higher education – to modernize the educational infrastructure, hire teachers and introduce modern facilities.
“RS16.15 billion were devoted to the budget for upgrading hospitals, recruitment of medical personnel and the purchase of modern health equipment during fiscal year,” said the minister.
For the Department of Information Sciences and Technologies, he said that 1266 billion rupees had been allocated. As part of the vision of “digital baloutchistan”, the government will promote electronic governance, internet access and technology services, the provincial minister.
“RS17.16 billion will be spent to provide drinking water to the province residents, as well as the improvement of sewer and wastewater management solutions in the province,” said finance minister.
To effectively strengthen municipal institutions and effectively solve local problems, Shoaib said 12.91 billion rupees had been reserved for the department of local government in the new budget.
In addition, an amount of 10.17 billion rupees had been reserved for agriculture to support farmers through agricultural tools of seeds, fertilizers and modern.
It has been added that 7.84 billion rupees would be spent on the energy department, focused on energy distribution and the installation of renewable energy projects to combat load load shedding and stimulating energy reliability.
A total of RS567.6 million has been reserved for the mining and mineral department to develop the rich mineral resources of Baloutcha through modern and effective methods.
An estimated amount of 154 million rupees was reserved for the empowerment of women in areas such as education, health care and economic participation, according to the Minister.
