Islamabad:
The High Court of Islamabad (IHC) ordered the federal authorities to formulate a human and scientific legal framework for the management of stray dogs in the capital.
The directive occurred during an audience on a petition of public interest deposited by an eminent lawyer for the rights of the environment and animals, Altamash Saeed, and his legal team.
The petition has highlighted the severe ill -treatment of stray dogs from the wandering dog control center set up by the Capital Development Authority (CDA) in Tarlai in 2022.
According to Saeed, despite official political commitments, no dog was given to its original location after receiving vaccination, sterilization and identification by ear marking.
In court submissions, Saeed revealed that dozens of dogs have been held without an appropriate medical assessment or security protocols. The petition also highlights a particularly alarming incident on June 13, 2025, when the ADC asked for the transfer of 50 dogs seriously ill from a local animal refuge. Among these, more than 40 had to be euthanized because of their irreversible condition.
