The Pakistan Judicial Commission (JCP) held four sessions on Tuesday, chaired by chief judge Yahya Afridi, and approved the appointment of permanent chief judges of four high lessons, Sindh, Balutchistan, Peshawar and Islamabad.
The approval was given with majority votes. The new chief judges are judge Rozi Khan Barrech for the high court of Balutchistan (BHC); Judge Sarfaraz Dogar for the High Court of Islamabad (IHC) Attic Shah for the High Court of Peshawar (PHC) and Judge Junaid Ghaffar for the Sindh High Court.
“Today, on July 1, 2025, four meetings of the Pakistan Judicial Commission were held in the conference room of the Supreme Court building in Islamabad,” a press release published by the Supreme Court said.
The first meeting examined the appointment of the PHC chief judge. “During the meeting, the Commission, by the majority of its total members, appointed judge SM Attic Shah, acting chief judge from the High Court of Peshawar, as chief judge of the High Court of Peshawar,” the statement said.
The second JCP meeting summoned half an hour later to examine the appointment of the BHC chief judge. “The Commission, by the majority of its total members, appointed judge Rozi Khan Barrech, acting chief of the high court of Balutchistan, as chief judge of the High Court.”
The third meeting examined the appointment of the SHC chief judge “at the meeting, the Commission, by consensus, appointed judge Muhammad Junaid Ghaffar, acting chief of the high court of the Sindh, as chief judge of the High Court of the Sindh,” said the press release.
The last meeting concerned the appointment of the chief of the IHC. “The Commission, by the majority of its total members, appointed judge Sardar Muhammad Sarfraz Dogar, acting chief of the High Court of Islamabad, as chief judge of the High Court of Islamabad,” the statement said.
According to sources, judge Dogar obtained nine votes. They declared that four members, the chief judge Afridi, the senator of the members of the PTI Ali Zafar and the lawyer Gohar and the representative of the Islamabad bar, Zulfiqar Abbasi, voted for the appointment of judge Miangul Hassan Aurangzeb as chief of the IHC.
During the meeting, judge Jamal Khan Mandokhail voted in favor of a judge, while judge Mansoor Ali Shah and judge Muneeb Akhtar voted in favor of judge Mohin Akhtar Kayani.
Judge Aminuddin Khan, Pakistan Attorney General Mansoor Usman Awan, Minister of the Nazir Azam Tarar, representative of Pakistan Bar Council Ahsan Bhawan, Senator Farooq H Naek, member of the National Assembly Sheikh Aftab, Roshan Barocha, Rana Tanveer and Jusine) Shaukat Aziz voted in the favor of the justice dog.
According to sources, an objection was also raised to postpone the session concerning the chief judge (IHC) to the final decision on the intra-haired appeal of the judges, but this remained a minority opinion.
