Educational Secretary Linda McMahon told California Governor Gavin Newsom on Monday that he will hear the prosecutor General Pam Bondi after the state was tried in violation of title IX.
California Department of Education (CDE) and California Interscholastic Federation (CIF) rejected the Civil Rights Rights Office Agreement (OCR) following controversies of transgender athletes in secondary athletics during the school year.

Linda McMahon shared the letter from the Advocate General of the CDE Len Garfinkel to the Regional Director of the OCR, Bradley R. Burke on Monday.
“The California Department of Education (CDE) received the Office of Civil Rights (OCR) from the American Department of Education (OCR), on June 25, 2025, letter of conclusion and resolution proposed in the OCR above”, indicates the letter.
“The CDE is respectfully in disagreement with the analysis of the OCR, and it will not sign the proposed resolution agreement.”
McMahon also shared the response of the CIF of his Advocate General, Diane Marshall-Freeman.
“The Bureau of the Advocate General of California Interscholastic Federation (CIF) receives your letter, dated June 25, 2025, addressed to Dr Ronald W. Nocetti, executive director of the CIF,” wrote Marshall-Freeman. “I write in response to your request that the CIF in shape” in writing in writing before 12:00 am no, east time, July 7, 2025 “, as to whether the CIF will sign the resolution agreement of the United States of Education, Office for Civil Rights” (“ OCR ‘) in the above case.
“In response to your request, please note that the CIF agrees with the response of California Department of Education (” CDE “) submitted to your office earlier during the day, July 7, 2025. I joined a copy of the CDE’s response for your references. Therefore, the CIF will not sign the proposed resolution agreement.”

McMahon’s message in Newsom was clear.
“California has just rejected our resolution agreement to follow the federal law and keep men away from female sports,” she wrote on X. “It turns out that the recognition of Governor Newsom that” it is a question of equity “was an empty political size.

The Office of Civil Rights of the US Ministry of Education (OCR) announced at the end of last month that the CIF and the CDE were in violation of the title IX.
The announcement occurred for weeks after the transgender athletics athlete at the AB Hernandez high school won medals in girls’ competitions at the California state championships. The participation of the transgender athlete in events aroused indignation nationally, in particular President Donald Trump after having signed the executive decree “No Men In Women’s Sports”, which prohibits transgender athletes from competing with biological girls and women in sport.
In addition, “the CDE will publish an opinion to all the beneficiaries of federal funding (recipient) who will exploit interscharian sports programs in California forcing them to comply with title IX.

“The CDE and the CIF cancel the councils which advised local school districts or the members of the CIF to allow male athletes to participate in female and girls sports to reflect that title IX prevents the law of the State when the law of the State is in conflict with title IX.
“The CDE will require that each recipient and CIF submit to CDE an annual certification that the recipient and the CIF conforms to title IX. Consequently, the CDE will also offer OCR a surveillance plan to ensure that recipients fully comply with title IX.”
Newsom’s office responded to the initial announcement, withdrawing the Trump administration threats to defeat California.
Newsom had previously talked about transgender participation in Girls Sports in March with the eminent conservative Charlie Kirk.
“The young man who is about to win the state championship during the long jump in female sports, that should not happen,” said Kirk. “You, as governor, should go out and say no. Would you do something like that? Wouldn’t you say men in female sports?”
“I think it is a problem of equity. I fully agree with you. It is a problem of equity – it is deeply unfair,” Newsom told Kirk. “I do not fight with the problem of equity. I totally agree with you.”
Kirk insisted Newsom to condemn the athlete in question of the secondary school Jurupa Valley after the athlete won another event at the time. Newsom did not directly deal with victory, but said “it is a problem of equity”.
“So it’s easy to call injustice,” he said. “There is also humility and grace.
“So, the two things that I can hold in my hand. How can we solve this problem with the type of decency that I think, you know, is inherent in you but not always expressed on the question?”
Newsom also explained his point of view at a press conference on April 2 when asked if there should be a law to ban men from participating in the sports of girls and women.

“And I am about as transparent about this subject as anyone there, in particular in my party, on this subject, and insofar as someone can and do it in a respectful and responsible way and could find a kind of balance, then I am open to this discussion.
“And that, I think, was colored and armed by the right to be 10 times, 100 times larger than it is, and therefore I focus on a myriad of other problems of this state. And insofar as someone could find this good balance, I would embrace this conversation and the dignity which, hopefully, presents itself in this conversation, meaning humanity around this conversation, not politics.”
