Californian officials are criticized to “obviously violate title IX”

California republican legislators have targeted Governor Gavin Newsom and the Department of State Education and the Athletics Association after refusing to comply with the Civil Rights Department Resolution Agreement of the Civil Rights Department (OCR) after being noted in violation of title IX for having enabled TransHattes to compete in girls sports.

American representative Kevin Kiley and representatives of the State James Gallagher and Kate Sanchez published declarations after the Secretary of Education Linda McMahon said that California Department of Education (CDE) and California Interscholastic Federation (CIF) rejected requests from the Trump administration.

“California’s flagrant contempt for the security and civil rights of young women and girls is shameful,” Kiley said in a statement. “State political leaders are willing to lose federal funding in order to maintain deeply unfair policy to allow biological men to compete in female sports. It is a clear violation of federal law and common sense.

“As President of the Sub-Committee for the Education of the K-12 house, I will use all the surveillance tools available to hold responsible state politicians, protect our students athletes and restore the integrity of female athletics.”

Gallagher said that the question of trans athletes in girls’ sports was just in fairness.

“California continues to push the dangerous madness of letting men compete in female sports,” he said. “It is equity, security and law of law. The Superintendent (Tony) Thurmond and the Governor Newsom endanger school sports programs through the State, all to appease a radical program and advance their political career.”

McMahon shared the letter from the Advocate General of the CDE Len Garfinkel to the regional director of the OCR, Bradley R. Burke on Monday.

“The California Department of Education (CDE) received the Office of Civil Rights (OCR) from the American Department of Education (OCR), on June 25, 2025, letter of conclusion and resolution proposed in the OCR above”, indicates the letter.

McMahon also shared the response of the CIF of his Advocate General, Diane Marshall-Freeman.

“The CDE will require that each recipient and CIF submit to CDE an annual certification that the recipient and the CIF conforms to title IX. Consequently, the CDE will also offer OCR a surveillance plan to ensure that recipients fully comply with title IX.”
